Pedal pusher leggings hit at the mid-calf, shorter than full-length leggings but longer than capri styles (which end just below the knee). The name comes from the original pedal pusher pants popular in the 1950s-60s, designed for ease of movement when cycling. 

The main difference is length. Capri leggings end just below the knee or at the mid-calf. Pedal pushers also land at the mid-calf but are typically slightly longer and looser at the hem. The terms are sometimes used interchangeably.
